Unusual frame plate

Someone can help me?
My new bike has a smaller vin plate.
One side, the longer, is the same of ordinary plate but the other side is shorter.
Has 5 number 35xxx
The colour is the same

Is there anything other than 5 numbers stamped into it? Do the 5 numbers match the engine number in any way?

VIN plates look like this. If yours is not the same is it possible your local law enforcement has put their own ID plate on it?
