I would have to disagree with that. If you look at a used needle under a magnifying glass it’s quite surprising how scored and damaged they look. How much the dimension has changed I couldn’t say, but given the precise nature of a needle, I cannot see how such damage has zero effect. And a scored needle is clearly going to chew up a new needle jet more quickly.
 
I've found using a 2.7mm drill bit as a gauge (which is a close match to the 0.106" jet size) works well when checking for needle jet wear.

I always change both the needle and the jet. But I dont do it that often because I dont put on the mileage like I once did. The cost of the needle and jet isnt enough not to do both. If needle and jet replacement was all I had to worry about Id be quite happy!
 
There were 2 different size main jet holders. I have 10 concentric carbs. In all but one the main/needle jet holder is ¼”w however one carb has a ½”unf head. Not much smaller and no guarantee that it is original amal jet holder as it came on a 2nd hand bike but it is a second size. It still could not of course be removed through the float bowl.
