The bolt hexagons are (or ought to be) 3/16 BSW (or 1/4 BSF) spanner/wrench size?

Yes, head size for 3/16BSW = 1/4BSF. The tools I have, however, have shortened this nomenclature to 3/16W and 1/4BS.
Its a shame that Whitworth was phased out in favor of SAE. Whitworth thread pitch is designed to carry a heavier load than the equivalent SAE.
