7/32: just 1/32 under 1/4 (8/32). Pretty normal hex key.

What is the manifold-to-head fastener itself for thread size and pitch?
According to Old Britts, the manifold screw 062536 is 5/16-18 x 7/8 long, #6 on the plate

And is it the same as the top triple handlebar pinch bolts?
060333 Handlebar fixing screws #50 are finer thread ; 5/16-24 x 3/4 long

My new 74 Commado came with the short allen key in the tool kit, to this day I still use the same allen key for my manifold bolts it hangs proudly on my tool board in my workshop, it and one spanner is the only serviving tool from that tool kit.

I find that using a rather long key and a spanner ( or very small shifter) on the key shaft allows me to do the job quite easily without too much swearing. After I've found the long key and the spanner that is...
 
My ‘74 came with the shortened Allan wrench. It took me a few years to figure out why they included this “crappy” Allan wrench in the tool kit.

Then I had one of those Ah ha moments.

The original 06-2536 manifold-head fasteners were 5/16" x 18 (55 deg.) BSW and are 7/32" allen key size, however, they are often mistaken for, or, simply replaced with 5/16" x 18 (60 deg.) UNC fasteners which have slightly larger heads and 1/4" allen key size.
