71 commando front wheel question

Hey everyone..new here so first just want to say Hi and thank you for all the help. I own a 71 commando with a drum front brake. I went to change the front tire and after torquing the front axle I noticed the front wheel drags a lot. Enough that it nearly makes a full turn. With the axle loose it spins fine (torque to 60ftlbs) checked the adjustment on the front drum and it does it even with the shoes backed all the way off. Just wondering if there is any insight on what might be going on. Thanks again everyone!

Oh also forgot to add the wheel spun fine before the tire change.
