Depends a great deal on what you have to work with, a Chronometric is quite complex inside, and a marvel of engineering, especially in mass production if you think about it.
A later magnetic Smiths is actually fairly simple, very little moving parts, one bearing? and the rest is cleaning and assy, however it takes a special tool to recrimp the bezel and seat the glass and seal, It can be made of course if enterprising. thats just for a service and get working again. I know a few people that do that themselves on a restoration or service.
just a guess but id say $100? figure 1.5 hours taking your time and being careful.Thats only labor and perhaps a new seal for the glass and reusing the bezel.

Now resto to show quality? that can be all over the map, and depends on the parts needed (new face, new glass, bexel and seal ,new bearing, maybe a needle,, trip odometer issues? could be quite tedious and difficult. then powder coat or paint the buckets and replate the fasterners. think about it. Figure anywhere from $30 to $75 per hour shop rate, materials and parts.
a Chronometric would be even more labor intensive.
as one of my friends from India says when asked a price... "Whatever your heart desires" which can be remarkably unhelpful
 
had joel do a tach and speedo for me ONCE. the speedo has worked perfect for 30,000 miles but the tach had a wavering needle from day one, sent it back for a check up and was returned with nothing found wrong. it still wavered till it got so bad I removed the cable. that is the last time he will see my money.

I still have the Speedo off a 68 Triumph restoration I did about 13-14 years ago,, I got just under 500 miles on it (an important milestone for break in) and it got intermittant then quit,, We found the drive part the cable went into in the back of the speedo had wallered out, a local guy with more experience than me suggested trying a longer cable, we went thru some of his stock and found one with a longer squared end,, jammed it in there and got another 75 miles before it quit,, I swapped out the instrument with another off the shelf from another project, In the same time frame of a few months had problems with another set for a 1967 BSA twin, both the tach and speedo were acting up, jumpy, and the tach kept disassy it self,, the screw holes holding it together were not so good, and the Bezel and lens leaked, I tried to send them all back, no luck, I ended up eating the cost which was significant to me at least.

In my own experience I had customers who might or do badmouth me., I always tried to do the right thing, but it isnt always possible to have a satisfactory outcome. I tend to not bad mouth dealers or other shops unless i really feel they deserve it. Its possible that Mr Levine is one of the best out there, and has a low percentage of unhappy customers related to the general cranky and dysfunctional people he deals with in this business. (and there is a LOT of them) but I simply couldnt afford being self employed to suffer those kind of loss's.

I had a similar experience with Buchanons spoke and wheel shop in the same time frame,, several bad orders, wrong parts supplied, surly customer service, and the final straw was $300 or $400 in overcharges, So i stopped using them, it cost me dearly when I was trying to keep my head above water. I generally buy most all my spokes and rims from Walridge Motors in Canada. Always went the extra mile for me even when the mistake was my own amd excellent customer service. A few years back (About 8 now) I was selling some wheels on ebay and some of them were mysterys to me. I started getting very helpful emails from a ebay person and were exceedingly helpful in ID'ing the wheels and assys, and gave me great advice, in further emails it turned out to be the son of the Buchanons owner. I forget his name, but I did relate some of my past issues with their company and explained my issues. He was very gracious about it, and was truly apologetic and urged me to give them another chance.

He explained its often difficult when you have employees respresenting your business to get 100% from them and a bad employee can ruin a companys reputation. I totally get that and understand that. and my point here is before badmouthing a service and or shop to try and keep that in mind that you may in fact be dealing with a rogue employee that doesnt represent the company in general.
Try and work thru your problems and give the shop owner the opportunity to correct the situation.

I get annoyed with people on forums and the internet who like to pile on and trash someone without the whole story, and I see it a lot so maybe im guilty here too, but when a situation is truly over the line I think people really benefit from the sharing of info, but I see it get out of hand a lot, there is the old adage that a satisfied customer generally relates the positive to 1 or 2 people but the angry customer tells 7 to 10 people. I wonder with the internet how that pencils out now days?

I need a 3003/00A repaired
Rev counter vibrated , was humming , then needle fell off.........disconnected the new and lubed rev counter drive cable (while still idling) and humming stopped.

have been around since I was a kid with my first brit bike.

The cable ends tend to round off and then will not drive the speedo head
 
Simply stated, I used Joel Levine when my tach went out two years ago; I would not use him again.
 
The above guy in Medicine hat is good ... the gentleman who had this business first ( who has since passed ) was very good and honest ... his work on my speedo has stood the test of 10 years and counting ... nothing but good reports

I'll never use Nissonger again after a bit of a run in with them. They returned my tach with a red needle (instead of white) and then said they received it that way! I had to argue like crazy (which included screaming) and send them pictures etc to "prove" it.

+1 on Palo Alto Speedo. They've skillfully restored speedometers, tachometers and clocks for my old Nortons, BMW/5 projects,and Triumph sports cars. Very particular about the quality of service they provide.

Another +1 on the EBay guy, aprivatepeace. What a crook. Shit work, shit service. Took almost 90 days on a Buy It Now auction...finally got the gauges and the numbers had been painted on with what I could only decipher as "white out". No communication what so ever. So his first negative feedback was from me. Left me no choice. Only got a response from him after weeks of calling him and emailing, when I left negative feedback. Steer clear of that seller.

Conversely, Andy Patterson at vintagebritishcables (eBay user ID) has been another very valued source for top quality work and service. Like Palo Alto Speedo, it's a bit pricey, but I wouldn't flinch the next time I needed something from him. He answers the call.

Just my 2 pennies worth.

I got tired of Nissonger, tons of attitude. When my tach and speedo came back they swung all over the place, I called and was told that my cables were too long/short, when I asked if I could have them look at the work they said that I would be charged full price again. They have one of the best price sheets, but the work, for me wasn't satisfactory.

Smith's Magnetics is expensive, something like $250/each, but they come back working like they should.

Is he the same guy that ran Precision Instrument Repair just outside Atlanta? If so, I would not recommend sending a unit there. Sent my speedo in for a simple glass replacement (the gauge worked fine just the glass had a crack). It was shipped back COD at 3x the quoted price with no communication as to why. The original gauge face had been replaced by a poorly screened copy with thick lettering and numbers that did not match the originals. The colors faded within a month as well.
