They are made of resin ...like bakerlite

However, it's the internal resistor that makes them "resistor" caps.

Seen a couple of video's showing how to remove the resistor from certain brands of sparkplugs. Basically you put a propane torch to the base metal until the thread locker holding the ceramic insulator into base softens and allows unscrewing insulator. The resistor is typically a short cylindrical section (as pictured in LAB's image) and just drops out. Then a similar length of solid copper wire put in place, insulator re-threaded and you're good to go.
I believe the brand shown was Champion. I suspect NGK resistors can also be removed similarly.
 
When you are running down the road, the bike is air cooled. When you stop without that air flow and shut off the bike, the temps of the cylinders increases. This in turn does cause the gas to evaporate, leaving the cylinders dry. Best procedure is to give it a few priming kicks, then turn te key and kick. Should fire up. If not, don't tickle or choke- just do several rapid kicks, and that should do the trick.
