Taiwan was part of China when China was a disjointed nation of many "provinces". Taiwan was never a part of the present day unified Maoist China. Taiwan fought against that unification and won, at least temporarily, the battle.

They have satellites that can read number plates on cars all across the USA. Why would they use World War 1 balloon surveillance technology? All a load of PR hogwash.

China have 300 satellites to be precise ...I believe originally it was to humiliate the current regime...or a total distraction exercise
