Rear wheel binding after removal (2012)

Pulled the wheel, brake drum and backer to inspect clean the brake shoes. Everything looks fine, cleaned up and back together... tighten stub axle first, wheel spins freely, when I snug up the main axle, it makes the wheel hard to turn, stops as soon as I stop pushing it. What could I have missed/effed up? I'm done for the night, but hope to have strategy when I get back at it tomorrow
 
Speedo drive trapping hub is 1st place to check. My 1st Combat did this on my first rear service to discover with online helper the speedo drive top hat center spacer was missing. Why resistance wasn't noticed prior, I'll never know.
 
I'll recheck everything, the speedo drive engaged in the nut castellations, laying down snug against the aluminum hub cover as it should. Shim washer is on the stub axle. No noise, smooth, just more effort. Almost as if a bearing spacer is no longer correct.
 
What I do if removing the whole hub is hold the brake on when tightening the stub axle, it seems to centralise the brake shoes and stop any binding but that might be just my bike, worth a try anyway.
 
I am having the same problem.Taken everything apart twice and cannot find problem.Any help??
