Burned on oil can be removed with "Easy Off Oven Cleaner", which is sodium hydroxide and is non reactive with chrome or steel. Rinse after using.

This looks like what I get on my muffler sometimes -

I think it's from the heel of my boot touching. Notice the scuff marks. I'd clean that off with DuPont chrome cleaner, but the scuff marks would remain. Decorative chrome isn't as tough as you might think.

In the UK i use "Hob Brite" with really good results, & it was the only cleaner to control the perpetual tarnishing of my MG so called stainless down pipes
Purple polish is another great cleaner for exhausts

To clarify what I said earlier, if you are using the chrome cleaner version, then it should be OK but if you are using the version so beloved by the alloy polishes, then it should never be used on chrome.
