Oil Junction dowel or dowels?

Can someone set my mind at ease regarding the dowel in the oil junction.
Workshop diagram shows one dowel to locate the junction to the crankcase. Mine only came with one but I can move the gasket about a bit and it could impede oil flow. It looks like there should be a hollow dowel in both holes.
