Late Atlas finish questions

I recently acquired a late Atlas, built in 67 but with the hump seat (used on 68 models), concentrics, coil ign., etc. I believe it is pretty much all original except for the tank color. My question is this: the headlight shell and fork shrouds are black paint over chrome. The paint is peeling off, showing the chrome beneath. I can't believe the factory would have done it this way, but who knows? I know it should all be black, but not over chrome. Correct?

It looks like the bike was customised by a p.o. and the chrome plating was not a very good job, hence the last owner sprayed black paint over the top
