Splatt — All I can tell you is from my own experience. I fitted inner and outer steel bushes last year. I had to use the heat spanner. Yes, both inner and outer bushes should be an interference fit in the casing. However, if the bush is loose, then Loctite Bearing Fit should do the trick. I would imagine that the shaft and outer bush would also need to be in good nick for this to work. This is unless more experienced forum members say otherwise.
