No, no. Here is a definition. A political scientist would be an expert in this field.

Chuck Schumer, Senate minority leader, says any economic aid package must be “ worker first”. After all Bezos, Gates, Buffett and the like are more than prepared to weather the economic storm, whereas the waitress working two jobs to support her two kids and herself is not.
