This is one of a series of 961 design concepts by designer Oberdan Bezzi, including the roadster, a Production Racer, a John Player replica, and a Fastback. No hardware, just some pretty artwork. As far as I can tell, there's no connection to Norton Motors. I do like the looks of them, but can't see them ever actually showing up. Nice ideas for a custom build though.
