Interstate petrol tank issue

Hi all,

I'm a complete novice & I'm learning as I go so bare with me :)
I have an interstate tank that was stored in my late father's garage, don't know anymore info other than that sadly.
I planned to use it as a replacement for the fiberglass tank that was fitted so I got it sprayed only to discover there is two bolts (?) at the front where the mounting pegs should be.
From the picture, what looks like a washer, is connected to the inner bit and won't spin freely.
I guess this is not normal, if someone could shed some light on how to get it out or anything about this tank that would be great!

Those are very likely the residue from "bobbins" like the exhaust bobbins. 5/16-24 threaded stud and washer on each end with a black rubber cream filling(LOL)
If the rubber delaminated when removal was attempted, what you see would be the result...
The bobbin was stuck in the (rusted???) threaded steel tank insert .
 
If it is broken/delaminated rubber mounts then I’d have a look at clamping a mole wrench onto the boss that extends above the washer and attempt to unscrew the lump. A liberal dose of penetrant would help as well.
 
As Landspeed said get your mole grips on and unscrew them, that's whats left when the rubber drops off .
 
Yours is in better shape than mine. The original Interstate tank on my 850 was a BIG mess with brass along the seams and across the back to try and stop the leaks. I was able to get one that had been repaired many years ago and then sold at a swap meet. I got it from a friend who had purchased it as back stock as back stock as the price was right. The receipt for the repair was in the neck when I got it. Had it painted and rode it several times then it let go. The shop had used Kreem and fiberglass to put lipstick on a pig. I have found another tank but god what a mess.

Penetrating earl for several days first. Don't stack the deck against yourself.
 
Wow that's a lot of replies, some real good advice there.
It's also good to know what they were beforehand, I didn't have a clue!
I shall give it a go in the next couple of weeks, will post the resulting picture of it fitted to the bike in the "pictures of your commando" thread when it's done :)

Just incase you don't know the exhaust bobbins that are broken off in your tank are not original
There should be a stud in each side with a laminated pack of rubber washers to adjust the height

Exhaust bobbins are used on the tank to help forestall the studs from breaking off.
 
I’ve only ever used bobbins on my roadster tank, they seem perfect for the job to me. Any downsides to this method ?

The only downside is one of them is now spinning and will end up like the one in this post
I have to jam a screwdriver on the rubber to stop it turning when I tighten or loosen the nut
 
They can delaminate, break like above and decouple the tank from the mounting.
 
I tried the exhaust bobbins on an Interstate tank and had an annoying and audible high frequency vibration through the tank. When I switched to the studs with stacked washers the vibration problem went away. Might have been my particular Interstate tank which is of unknown origin but the stock set-up cured the problem.
