Need assistance: Im trying to register a bike that I imported to the UK when I
moved here last year and a half ago. Bike is a 74 Norton so it will be an historic
vehicle, no tax, no MOT. Understand I have to pay the 55 quid registration fee.
What is the Certificate of Initial Fitness or a Pre Registration Certificate?
Is this required for an historic bike? Is there some sort of inspection that the bike
must go through before I submit my paperwork?
Beyond my original USA title I have nothing else paper wise for the bike beyond
the NOVA form issued to me when the bike arrived.

Never heard of them and never needed them for my US import. I did need an MOT at some point in the process which was done on the frame number as the registered had not been issued.

But as of the 20th no MOT required. That is what is puzzling me, does the bike have to be
viewed by someone or some authority? The bike engine number and frame plate on headstock
have same number and date of MFG stamped on it.
Anybody know the procedure here?
How can I drive to an MOT without a plate and registration anyway? I do have
it insured.

You are allowed to ride to an MOT station without a number plate fitted you get the bike motd on the frame number,
When you apply to the DVLA for registration make sure every document is original and not a photo copy,
When you send your us title the DVLA will destroy it so keep a copy for yourself

My guess is that it will need one MOT as until its fully registered on its age related plate its not Historic, this is just trying to think in bureaucratic mindless zombie mode. Mine was also called in for inspection at the now closed DVLA inspection centre which took 30 secs as they just verified the declared stamps were on frame and engine, that bit is now outsourced and is random so not 100%.

Well there is no plate, no registration, no DVLA station. You dont need an MOT anymore.
Im not saying you are wrong Im saying who the heck actually knows what they want?
A copy of the US title is useless to me really. Nobody accepts a copy for anything. It is
a bit scary to give it up and one worries it disappears with no plate issued.

When I imported a t160 from Germany two years ago the Dvla would not let me register the bike until I gave them the German registration document, which they destroy

The original USA title document is essential, I'm not sure about the new MOT situation. You will also need a dating letter from the NOC. When I did my Commando a couple of years ago they did come and inspect it, free of charge. They refused registration initially until I spoke to someone, it transpired it was because I had sent a photocopy of the pink slip, once they had the original all was OK. There is information about the process on the NOC website and that of the DVLA.

Although historic tax is 'free' you stll have to 'tax' it, and re-tax (or SORN) it each year as the DVLA still sends a V11 tax reminder form.

Historic vehicles don't need an MoT if they conform to the necessary requirements and until the vehicle's taxation class has been changed to historic then the vehicle should have an MoT.

It is also my understanding that you can legally ride it to an MoT station for a pre-arranged test without a number plate as long as the vehicle is insured on the frame number.

I looked at your link. The bike has never been registered in UK ever. So what applies
I do not know.
I give up. Ill telephone them tomorrow and see where that goes. Ill report back.
It is not clear at all what they really require. How surprising....

Until its registered as Historic on a V5C what tells anyone in officaldom its over 40 years and does not need an MOT ? nothing.

When I registered my trident I had a letter from the triumph owners club dating the bike,
And I had a DVLa registered vehicle examination officer inspect my bike who also advised me when filling in my application , the only problem I had was supplying the DVLA with a copy of the German registration rather than the original!!!
It was good riding to the MOT station with no numberplate (legally) the only problem was I got lost on the way home I accidentally turned onto the A10 great Cambridge road
I almost felt sorry for the average speed cameras!!!!!

The non-UK registration document states year of manufacture, colour, weight, cylinders (number of) VIN number (frame), and
that it is over ten years old so no odometer reading is taken (exempt).
They request this document at registration time.
So you can see how Im rather puzzled to put it mildly.
As for a DSV officer examining the bike, the nearest DVLA officer is over
an hour away. BTW how much is the fee on that?

Will report back tomorrow after I ring them. Hope springs eternal.

Its a bit of a faff but easy enough,
for my BSA, i went on the DVLA website and ordered an import pack and V112 (mot exemption) form

completed both forms, and sent this along with my Irish V5, a couple of pictures of the bike, club dating certificate and a covering letter plus the cheque for £55

received a letter in return stating to contact an agency to arrange an inspection.

inspection arranged , guy visited checked the credentials, took some pics and left.
New V5 in the post shortly after

Does an Irish V5 note the date of manufacture?
Form V112 requires a vehicle registration number which
of course Im applying for! I suppose I can put in my
frame number/VIN number.

it didn't have a manufacture date just the first registration date, miss out the registration number part on the V112, I did and no issues

Reporting back....
Hard to believe but Ive managed to get the 74 a registration! I had no club certificate of manufacture date but it clearly stated the year of the bike
on the stateside title. Included a copy of the NOVA as well. Did not do a MOT. Remember this was a bike I already owned and came with me when
I arrived here.
Saints be praised.
