Have come to a halt with fork bush and seal replacement with the kit from NYC. Wheel is out, brake caliper and fender are off, have removed the bolt up in the end of each slider so oil has drained and have loosened both threaded collars in the top end of each slider.
Can the sliders now be pulled off downwards somehow? They come to a dead stop if I try to pull them. Do the chromed top nuts have to be removed first?

With the forks still in the bike, raise each slider all the way, then pull down sharply (maybe more than once as if you were using a slide hammer) until the upper bush is released from the slider.
 
When you say ‘centre bolt’ do you mean the one thats only accessible with the wheel spindle removed, that secures the damper body?

When you say the top collars have been loosened, do you mean unscrewed completely?

If the answer to the above is yes, proceed as LAB described.
 
I always first remove the top chrome nuts and undo the central bolt under the axle so the damper and spring assembly can be withdrawn completely through the top of the stanchion. This allows you to push the slider up further and you get a longer stroke downwards to free the slider. Horses for courses I guess.

Once the cap nut and damper bolt have been unscrewed then the damper assembly will lift with the slider until the stanchion 'bottoms out' so removing the damper assembly doesn't increase the stroke.
