Was finally able to get the forks apart today, roadholders.
I'm sure they've been apart before I got them and just loosely put back together, then seized up.
There appear to be no upper bushings at all, where and how do these install and what keeps them in place?
I see nothing on the legs to indicate this, and the drawing in the book isn't a big help.

Also the damper rods are pitted somewhat, does it matter?

I believe they are 'Short' Roadholders (as fitted to Featherbed models) so there should've been a sintered bronze bush/bushing (06-7521) in the top of each slider immediately below the oil seal and paper washer?

The bush (also paper washer 06-7520 and fork seal 06-5483) are retained by the 'lockring/fork slider extension' (two separate parts originally) .

If the pitting is in the area of the rods that enter the damper tubes during fork movement then it can matter, as pitting or excessive clearance between reduces damping on extension. The rods and damper tube caps often need replacing due to wear and/or corrosion, especially the damper tube caps which should really be replaced at every fork rebuild.
 
Remind us what bike this is, we are not all clairvoyants here :D
And not all roadholders are the same....

The upper bronze bushes slip into the top of the alloy fork slider, and have a flange so they can't go anywhere.
The fork seals sit on top of them, and the little tin fork covers screw down on top of them to hold them in.
Maybe your forks didn't come with those bits ?

The pitting on the dampers won't affect them, as long as they are not rusted through,
or so rusted inside their function has been affected.

This is a Triton to be project.
Far as I know forks are Atlas.

So if I understand, upper bush fits in top of slider, paper washer, seal and then the screw in seal retainer 'lockring/fork slider extension' ?

If the upper bushings were in place, they would have pulled out when I removed the stanchion?

If the damper rods are rusty they act like a file inside the damper caps which are the extension rate device.
I made some of my own out of stainless precision ground shafting inside of new (IIRC) 2 thou clearance damper caps. FWIW don't try to mix commando and featherbed parts they don't work
