Fitting front fender stays to fender - not a good fit, are alterations to fit common?

Looking through the photos here.
Is it the stay or the radius of the fender as that is not correct on these new parts?
On mine, it was the fender radius, the bridge hole location, the stay bends, the stay hole locations, and the stay arm lengths. At one point I as so frustrated that I thought it was the bike so I took the fender and stays from my rider, and they screwed right on with no issues and no spacers.

Edit: Or as one of the Brits might say: Yes :)
 
Just a follow up on this thread. A good solution for imperfections in fitting is to put a mudflap in to absorb the difference and prevent distortion at the bolt head, exterior, that can cause a dip to the sheet metal on tightening. You would want a locking fastener to hold things together since you could not fully tighten the bolt to nut.

My thoughts on this that if you are running a full fender,the mudflap is a good option.They work and help keep debris off the front of your bike.

A mudflap has been known to cause handling problems.
