Factory paint?

Hi Guys.

So I'm down to the frame now, and ready to start tweaking , replacing and polishing, and reassembling!
I know that's not going to be as simple as I make it sounds, but having a planet of Norton owners to draw from
has injected the confidence to tackle this whole thing.
I'm the guy that just discovered computers (yes, I know) and that there was such a thing as a forum.
Couple things today and it's nice not to be worried about too silly of a question.

1. Is the frame powder coated from factory, or is that just some kind of thick durable paint?
( have rusty spots so I'm going to so some sand blasting)

2. Are the footpegs supposed to be different lengths?
Someone said when a factory starts to see a shutdown on the horizon, they just start using up what they have around.
I have noticed some strange bolt, nut , washer configurations.

No, I'm not sure if powdercoat even existed back then.

Odd anything on a bike can be contributed to the factory or previous owner(s). Take you pick. Most of the factory oddities are known. Previous Owners though are known for doing some crazy things.
