Clutch Cable Help

I am reassembling my '73 850.

I can not seem to get the clutch cable to engage properly. I know it probably has something to do with the primary side etc. But when I hook the cable to the arm, basically there is either too much tension, or not enough.

Either way it is not functioning at all.

I know I am likely missing something here. I might add the rear tire is not on the bike yet. Will that help engage the clutch?

3 things. Clutch operating lever in gearbox, rod adjuster on drive side, clutch pack height. Has it worked good in the past and what has changed? There is a recent thread on adjusting the clutch cable. Check it out. The Riders Handbook explains all of the procedures fine except the clutch pack height and you need to go to Old Britts for that one, but if you can't find them let us know, we can find solutions.
