Just to keep my reply simple....How many commandos have I worked on???? a hundred?
I do not recall ever haveing seen a flat washers on commando manifolds allen bolts. They... IIRC... are reduced OD and thickness split washers. I have seen a lot of people sub in conventional hardware store heavy 5/16 splits, which makes them a LOT more hassle to take off.
I'm to lazy to put up with that....more than once per bike.

Split locks fit at the carb to manifold flange. There's enough room for a hex nut there, and the split will be fully compressed. But at the head, with the Allen bolts, you need reduced outer diameter washers else they fit cocked, and the heads of the Allens aren't big enough to compress a lock washer. I don't doubt you Dave, and I've only worked on 3 Nortons, but these flat washers are what my bike came with in 1974.

Be careful with the Red Loctite. You may want to take that bolt out one day.

Never had an issue. You can always apply heat to the fastener with a soldering iron to soften the red goo.
