I was given a box of bits from a guy who used to have a Norton. They don't look like anything I have seen on a Norton so I am thinking a 70's Triumph?

Assuming the reflector is red, as it appears, it would be intended for the rear of the motorcycle. The design of the reflector is the 1971 and later design. Reflectors in Nortons of those years do not use a bracket or are part of the rear lens on the large taillight models. So I would say it is not for a Norton.
 
Like you I'm sure it isn't off of a Norton just curious as to what it is off of. Figure it is a Triumph just not sure.

I've never seen bracket like that but the reflector is common.

The reflector (without the bracket), if Amber, was used on all Commandos since 1971 according to the Lucas Parts manual and certainly was on my 1972 750 Commando and my 1974 850 Commando.

The reflector looks right for a 71 (and probably later) Triumph (Amber front, Red rear). I've also seen those same reflectors (if Amber) on 1969 BSA B25s, but with a straight bracket.

If the reflector itself is original it should say Lucas and RER14 on the face.

Red is Lucas 57079/Triumph 99-1162 and Amber is Lucas 57182/Triumph 99-1161.

Original good ones are hard to come by and after market ones are not always available, especially red ones.

Looks normal to me. I simply typed it. I'll try editing it to see if I can see anything wrong. I edited and clicked "Remove formatting". Hopefully, it's OK now.
 
The amber ones where side reflectors on the Norton and Triumphs at the time my Norton had them on when I brought it new, I think I still have them up in the shed and will have a look at the bracket they are mounted on.
The red one was mounted on or under the number plate, worked good if your tail light was blown when out at night, have you ever followed a bike at night that the tail light was out of action very hard to see the rider so the reflectors was a safety device for that reason.

The reflector is red, I was thinking that maybe the bracket came with a rear luggage rack to keep the bike legal?
I sent the picture to Ron Fratrelli who used to run a bike shop in Mass., I believe. (I expect I have misspelled his name) He couldn't ID the bracket either.
