On the Burlen web site Tech page it make reference that on the 850 they have a stepped spray tube fitted..
What is the purpose of this, and does it make a noticeable difference to a carb fitted with a flat top spray tube.
If it is a worthwhile addition, can this be fitted to the 30mm carb on the 750??

No. On a 750 with standard exhaust you want the flat top spray tubes and 2 groove needles. In fact they also work with an 850 with peashooters. I've been running with those for 40 years (sleeved once).
 
I run a B44 with a MK2a 32mm carb with stepped spray tube and matching needle, only had to get the main jet size sorted and everything else was spot on.
 
A Mk2 Amal is very similar to a Mikuni. In the 1970s, every different model of Japanese motorcycle had different taper needles. I do not think the manufacturers of Norton Commandos were ever perfectionists.. Most are probably jetted a bit too rich. When they are like that, they can cope with any weather.
