Tariff Update

UPS has finally made it easier to understand and made my accounting easier. On my last order, there was no way to pay the duties and fees online so I had to pay the driver by check (only check and money order accepted) with no accounting of what the money was for.

My incoming AN order caused an email from UPS to me with the option to pay online. At that payment page, it clearly broke down the charge:

$249.25 Duty
$14.00 Brokerage (what UPS charges to handle paying the duties for you)

$12.00 When I previously spoke with UPS, they called this a "pre-paid" fee which made no sense to me. It is actually a fee for the driver to collect the payment and since I paid online, I did not have to pay it.

Also, they now accept PayPal. Although I have a business checking account and a business VISA I prefer to use PayPal for business. For one thing, my bank charges 3% on international purchase via the business checking or business VISA. There is no fee to me when I use PayPal, and the fee to AN is less than the VISA fee so good for both sides.
Are the motorcycle parts still under HSS code 8714.10.0050? And is that suppose to be duty free?

They are and if you look at the official Govt site they are duty free. However, there is no such thing as duty-free :mad:

It's 10% if NO aluminum or steel is involved and 25% otherwise. So, 25%. If you ordered only things with absolutely no aluminum or steel you could dispute it.

Is Andover at least coding things correctly? Or are they just like "Good luck, Yanks!"

Yes and no. They are doing it correctly for what they lookup and at one time it was the correct code. Wassell has used the same code ever since I've been a dealer of theirs and they put it on the outside of all packages to the US. Wassell and AN use 8714.10.0090 which until a few years ago was "misc" and correct. UPS sometimes complains as they can't find it. A bigger UPS issue has been solved by both. UPS insists that the code be on each line item and if it's not they complain about 0090.

No doubt AN sales wishes I would just let them do their thing, but I want them fully trained for when the duties go away :) (sorry Steve, et. Al.).

I don't know if it's because I nag or not, but AN, Wassell, Amal, Tri-Spark, and cNw are responsive to my comments and requests. We are lucky to have them.
 
It just got a LOT worse. I have an AN order coming. UPS sent me a form to fill out where I'm supposed to provide the steel, aluminum, and copper content of each item along with the cost and weight. Somehow I'm supposed to know the weight of the steel in a rear isolastic kit, and how much that steel costs and where is was smelted!

AN would find it difficult to provide accurate info and it is basically impossible for me. I answered as best I could, but they may never allow my package to arrive. This was not required on my last order which I received on Oct 9th!

The form explains that steel and aluminum have a 50% duty unless form the UK which is 25% and copper has a 50% duty no matter from where. But them Trump just changed the China tariff to 100% so who knows!

Can you imagine if my order included the magnetic sump plug kit. It contains steel and copper and trying to sort out the weights of each and where the metals were smelted!

The worst thing for this order is that there is not a single item in it I need - it's all to fill customer requests. I'm starting to see why the Bonneville shop sells rear isolastics for $224.33 while I've been selling them for around $110 depending on the exchange rate when I got them. Today they are about $145 depending on exchange rate and customs - I'm sold out of pre-tariff isolastics.

Wake up USA, there is nothing political about tariffs and shipping, many other countries have them around the world you are not the first to go down this path and the same HTS codes used are not an issue for Europe, Switzerland, India, Japan, NZ, Australia, Canada and many others - just the USA. Maybe one day when the border handling systems, software and suitably trained border staff are in place in the USA all will be well.
Some seem to think that the USA is the first country on the planet to do this, far from it, they are most probably the last and currently making a right mess of it with ever changing goal posts and interpretation of what they need to do. We use the same major couriers to ship globally and they have no problems with no other country other than the USA.
It may also surprise some that 80% of our business it outside the UK, we are well aware of global shipping policy country to country, in fact, what the USA is asking us to do is not even complicated for us, Australia is more complicated as they have the sales tax layer added in as well as tariffs that we have to collect from the customer and pay to the Australian tax office and guess what, that works smoothly. The issue that the USA is currently problematic seems to be the border staff and systems they use were so ill prepared for it.

Most of us do understand what's happening, and the bigger picture. The endless whining by a few is a normal thing, but because they cackle the loudest it can be misleading.

I watched (working in the metal trade) for the last 45 years as steel was produced less & less in the US.

This past summer I bought 6 tons of steel for my personal use. ( NOT vehicles)
I speak with my checkbook.

The loudest whiners are bringing their political agenda to an audible level.

The collection process will settle down with some time.

I started this thread in an attempt to keep US members informed of the changing US tariff issues and how to resolve them when possible. I'm not an expert on any of this, but I am forced to work on it a lot and hopefully I can help others not have to figure it out.

I'm happy to talk politics via private message, email, or phone but it has no place here. This is the 2nd or 3rd thread on this subject - please don't force Jerry to close this one!

On my current AN order, I have conflicting info from UPS. Every day they are reminding me to provide the info I've already tried to provide. Tracking says my order will be delivered today, but when you ask for details, it says it's being held for more info.

For those waiting for isolastics - I don't know if or when they will arrive. For those waiting for bike builds, I am stuck now on two of four builds. The only reason I'm not stuck on all four is that I decided to part out an almost finished bike with a title issue so I can keep going.

And the "we'll send it back if you don't answer" warning is gone.

Saturday, they emailed me a form to fill-out and return via email. I did that right away but had almost no knowledge of most of the required info. Then the reminders started. Today, I clicked through a reminder and ended up at a site to submit that form. I submitted the form I had already filled out and submitted. About an hour later, the warning went away.

At that point I expected them to either reject my submission or to tell me what I owe for customs. They did neither, but updated tracking. It's now about 20:00 (8:00pm) local and you can see they are still lost!

If you are asked by courier to fill out a form, I'd say you're now acting as a broker for them and can apply a charge back to them!! 😝

Good to know Bob - thanks. Can you tell us who the shipper was and how much more over previous costs ? I was toying with the idea of trying Devon rims/ spokes for my Dominator build and as they cost more before the tariff they may be too expensive now . I am kicking myself for not ordering before the de minimus deadline.

Royal Mail.
No idea what it used to cost.
 
I checked the Royal Mail website, they are currently delivering to the US. I just ordered some non- motorcycle stuff from a UK supplier. The website calculated tariff, charged me accordingly, and sent off my package via Royal Mail. I emailed Andover to ask if they can do the same, no response yet
