rim lock mounting

I'm replacing the original rear wheel rim lock / security bolt with a new one. The original has a rubber washer that goes against the rim under the flat washer, and it shows in the parts list drawing but doesn't seem to be included with a new part. Can anyone say if that rubber washer was just a flat or was it shaped to cradle the rim center? Mine is crushed and split and not reusable so I can't tell.

And yes, I know many people don't use them. I don't care.
 
Just a flat washer although the ones I have look like leather, not rubber.
 
I think the originals on my 74 were fibre of some kind but they are dust in the wind now.

Replacement rims I recently purchased did not have a hole for the security bolts in the rear wheel.
I was told they are not required because the quality of rubber used in modern tyres negates them.

Or perhaps, "They're not required because we don't want to drill an extra hole and stock front/rear rims separately". As I said, I don't care.
