Don't know if anyone wants to speculate... but if your bike (71 Commando) sometimes refuses to go into first gear but all other shifting seems normal.. (and this is a "sight unseen" bike at the moment)... would your 1st hunch be a clutch issue or a transmission issue.

I would guess that someone took the transmission apart, reassembled it and didn't line up the teeth on the quandrant assembly with the cam. Too far one direction or the other and the end of the assebly runs into the case. Move it one or two teeth and it will shift through all gears fine.
Thats the simplest thing it could be and probably most likely if all other gears are working fine.
