Unknown washer

As I reassemble my basket case I came across unknown hardware (washer/spacer) measuring 0.175" x 1.19" x 1.5".
It's not depicted on the illustrated Andover Parts and I have nothing for reference.
Would I be correct to assume that it goes between the fork tube top bolt and the instrument case?

If you'd been painted to look like a cow, you might have 'issues' too....

(Is that dog cold? No, it's Friesian)

That washer looks too thick for the one under the fork cap.
