What would be the difference between "changed" and "altered", I wonder?
 
If this is the case, Vermont is your best bet. You will need to have the bike/VIN inspected and verified by a LEO in NC (if bike is over 300cc). Then mail all required docs/fees to Vermont DMV, then have the Vermont reg/title transfered to a NC title. Easy.
So you receive a Vermont registration and plate. I don't know about other states, but in Ohio if you walk into a clerk of courts with a Vermont registration that shows your Ohio address and ask for an Ohio certificate of title, it will raise questions and likely will be refused. If you have a Vermont address on the Vermont registration you probably could get the Ohio title. If you ride with the Vermont plates and get stopped by the police you will get fined as you have a finite period of time (I believe 90 days) to title the vehicle in Ohio and obtain Ohio plates. I would guess many states are similar.

All states have a legal obligation to recognize official government issued documentation from any other state.
 
I recently titled my 1975 Norton in Vermont. I had no title. The local authorities here in southern NY don't do vehicle identification verification. Other parts of the state may have law enforcement personnel that will do the inspection but they don't around here. I was stuck. Grand Paul mentioned in another post that the DMV in Vermont had waived the visual inspection due to covid-19. I went to the Vermont DMV website and found that GP was correct. The visual inspection has indeed been waived due to the virus. I sent my paperwork off along with a rubbing of both the red plate and the engine number. They didn't ask for it but I decided to provide it for them anyway. Long story short, I now have a VT plate and temporary registration. The actual registration will be here in a few weeks. Success. Kudos to GP for the heads up!
 
I need to get after it with 2 or 3 bikes that haven't got paper, including my race bike...
