If I understand correctly, the stock rim is a 1.85" is that correct?

Avon advise a 2.5" for the 100/90-19. They say it is possible to fit as small as 2.15 and as large as 2.75. Check out this page if you haven't already: http://www.avon-tyres.co.uk/motorcycle/roadrider

I'm pretty sure it will fit, but it will pinch the tire in, changing its profile. I've no idea how much effect this has on anything, but you do need to be aware that you're going against the makers instructions.
 
100/90-19 may not fit the early front fender that the 68 Commando used. You may have to go to a narrower tire for the front. It fits no problem on the rear. Wider rims are better for the footprint. I use 2.5" rims (WM4) on my 74 850. These tires fit both front and back on this year bike but the front fender is wider than the earlier models.
