As far as the noise law in this state (NSW) you might get registration but you can be stopped anytime and could then get a letter requesting your bike be re checked.
The law actually says the system must be that which was fitted at the factory, that might be an out for the Commando if you have the Norton embossed peashooters.

You can certainly fit a balance pipe further down the system on a Commando if you want. Centre stand would probably have to go. I would be a bit concerned about ground clearance around corners, but that could all be taken care of one way or the other. Staintune use their dyno to trial various designs or systems but a one off ask would have to be very expensive.
Noise checks? Certainly you are right. I often wonder why I never see a noisy HD pulled up being questioned. Maybe it's like never seeing a cicada coming out of his shell (weird analogy), you never see it but it does happen.
A Commando is not overly noisy in my opinion unless you let it loose in the gears. If you go around doing that all day, I guess eventually the police will have you. Kind of "stick your neck out, get it chopped off". There is a young guy in my street planning to buy a red hot Ducati, and another the other way getting a rocket ship Beemer. Norton/Ducati/BMW all in one quiet street back of Mittagong township. I hope we all don't go drag racing at the same time, eh Time?
