Tail lamp holder assembly

OK, what holds the lamp holder up into the gasket, is that tab off the lamp holder with the wire on it supposed to go between that metal bracket and the rubber gasket, or what gives? Mine just falls out.

I loosened the bracket and stuck the tab between the bracket and the gasket. It looked like there was even an indentation for the tab to fit into. Maybe that will help with the lamps burning out in about a day or two.
