Steering head stops for my N15CS

I’ve just fitted rebuilt forks to my N15CS, it’s missing a lot of parts. Are there steering stops for the bottom stem?
It hits the frame and fuel tank on full lock, what am I missing?

My '66 certainly has them.

I drilled and tapped the lower yoke for an M 4 bolt.
By adding washers I can adjust the steering lock:
