Steering stops, clip ons and early model Commando

So,

I am doing a mini-overhaul of my 1970 'S' (everything but the motor) and have ditched my ill-fitting clubmans for what I always wanted, clip ons. Problem is, these clip ons have the bolts on the backside which will smack my gas tank. I know this becasue I already have chips in it from when I attempted this many years ago. Being an early model, the steering stops consist of 2 equally spaced lugs which the lower yoke directly hits. Not only that, it appears that the yoke actually strikes the bottom corner of the lugs as opposed to directly on the face. So, in order to have clip ons I need to decrease the steering by building up the stops. I have read of some drilling and tapping the lugs, but believe that was in reference to later model frames with the center lug? I have an idea I may try involving rubber blocks and epoxy, etc, but wanted to see if anyone here had any thoughts (besides don't do it). Thanks.
