SKF 9815 in outer gearbox cover

Good Day,
I’m attempting to cure a kick start shaft leak in my gearbox by adding an SKF 9815 seal. I have read that RTV is needed to seal the ring. I have noticed that the seal does not want to seat. Does the outer gearbox cover have to be modified to accept the new lipped ring seal?

My bike came with a 9815 seal and there is no leak. I think the bushing was pressed in after the seal was put in.

I pressed it in. Hopefully this is the end of this pesky leak for a while. Thanks!
 
Further update:
Upon further inspection after pressing in the new seal behind the bush, it appeared that the seal was not seated as nice as I would have liked. I removed the bush and seal, and started over again with a new seal. This time I really heated the area around the cover with heat gun for about 4 - 5 min. With the area well heated, the seal dropped right into place, as well as the bush. I then gave the bush a little press for good measure. I put a little smear of red rubber grease on the interior of the bush, and I also covered the splined kick start shaft with tape before I reinstalled the cover. Hope I have it this time.
