signal bulb wattage

I understand the bulbs need to draw 21 watts to make the flasher work but would having 23 watt bulbs matter? Mine are 23, I'm having flasher troubles but haven't looked into it yet. Just want to rule the bulbs out.
 
I wasn't aware of the 23w flasher rule and I was actually hoping to be able to use a lower wattage bulb because availability in auto stores is high for lower watt bulbs. Guess if that is true I cannot use the replacement bulbs I was hoping to use.
 
Four watt indicator bulbs and 21 watt signal bulbs. I use a #526 flasher that is go for up to six lights. It powers the regular 1156 bulb just fine. I wired a friend's norton for 4-way flashers and used the # 526 flasher.

There are 2 types of flasher relay, the older type uses a bimetallic strip which is heated by the current, when it reaches a certain temp it bends and the circuit is broken. The second newer type is electronic and works related to voltage, the first type needs the right wattage bulbs to get the correct current, the second voltage type is more tolerant and can handle 2 or 4 bulbs eg all 4 flashing as long as the battery charging system and the battery are good.
