Seeley fork yokes

Here is a shot of my Seeley taken in 1999 - note where the front wheels is - THE HANDLING IS DANGEROUS ! :




Here is my Seeley in 2003 - note where the front wheels is - THE HANDLING IS SUPERB !
There is not much in it, however it makes a BIG DIFFERENCE .
- BE TOLD ! :

There seems to be a front down tube in the later picture that is not in the earlier one. Could that change also affect the handling?
