Seat photos - what is this?

I picked this up in a box full of parts marked "Norton". It is shorter than my Interstate seat, and the mounting ears are set further back (which is to say, the front of the seat will extend further forward than my Interstate seat.) I think maybe it is an old roadster seat? Opinions and best guesses much appreciated . . .

Looks like a Roadster seat but I don't think the cover is the original.

Interpol with a dual seat?

Were the original seat pans fiberglass or metal?

This seat pan is definitely fiberglas - with metal ears, of course . . .
