Get a set of leather punches, $13.99 on Amazon. I bought this set maybe 30 years ago. Good for making gaskets also.

Or just buy a normal rubber rim strip with a hole off ebay for £2.99 or or an extra wide one for £3.99
both have ready made holes
No need for hole punch or spent shell cases
Why make life hard ?

Because after all the hassle of getting a hole punch carry permit you sort of like to put it to use...
