Rear wheel bearing spacer

Putting the rear wheel back together on my 74. The bearing spacer has steps on each end with one longer than the other. Does the long step go to the right or speedo drive side or does it go to the left or brake drum side?
The shop manual mentions the assymetrical spacer on the pre 71 bikes but not on the later ones.

Right/speedo drive side.

rear wheel instalation

I have disassembled the rear wheel and brake drum on my 1971 commando, to include replacing the bearings and cush bumpers. when I try and install the wheel on the brake drum the bearing spacer on the brake drum stops the wheel from going in all the way. it bumps up against the bearing spacer...

Thanks LAB for jogging my memory, it needs a lot of exercise anymore.
