Rear Brake Arm

Looking at pictures of various featherbed bikes, it seems the rear brake arm points up and to the rear.

Mine seems to point forward rather than rearward.
I pulled and reversed the expander cam, but didn't seem to make any difference.
Any ideas what the problem might be?
Don't think it's going to work the way it is now.

My 1958 Dommie arm points down. There was a change to pointing up for later models. I think I read somewhere it was to allow easier access to the brake adjuster due to a silencer change. The two arms are different.

My early Atlas brake arm points up. Functionally, it does not matter whether up or down. The crucial issue is the arm should align 90 degrees to the direction of motion of the control rod.
In turn, the control rod should align 90 degrees to the foot brake lever arm.

Thak you both, I must have a downward facing unit.
I may have the wrong arm looking at that picture though
