Premier float level

Just a quick question.
I have the AN kit to test the float heights which recommends a fuel height below the top edge of the float bowl as 6mm lowest 4.3mm highest.
The left side falls within this as soon as the fuel is turned on, the right side is 10mm below the top edge of the fuel bowl.
If I then push the ticker and flood the carb, the fuel level settles within spec when I stop flooding it.
Any suggestions please?
I have clipped the kit into position and start the bike after the weekend (her indoors).
 
Sounds like you could have a sticky float needle or float pivot, as suggested with the AN kit how does the level sit with the engine running?
Might be worth dropping off the float chamber to inspect the needle
 
Sounds like something in there is inhibiting free movement. As Malcolm suggests, best drop the float bowl and inspect. May be crud or corrosion around the needle, or the gasket may be inhibiting the float or the float pin itself. Not a big task......
