Petrol Tank Filler Neck Sealing

My repro tank has an old standard Ceandess flip cap which I've rejuventated with fresh sealing ring and new bit of rubber hose above the sealing plate. Has been working great like this for a few yrs now. This week I found bits of tank paint over spray at bottom of tank and sitting loose in the groove around/below the filler neck sealing flange. After doing a full tank swish out cleaning, close look at the filler neck, painted sealing surface was starting to peel away in places. I think this is giving poor sealing and today I got a bit a fuel seeping out from under cap when riding.

Is it normal to have that surface painted? Is it best to just sand it away smooth and run bare metal there?

Bare metal in my opinion.

I also made what I considered to be the mistake of painting the sealing surface which resulted in the fuel getting under the new paint and then had streaks of grey primer down the side of the (black) tank which luckily, I was able to polish off.

Is rusting of the surface a concern?
 
Ok, managed to shave away paint on the sealing face using a safety razor followed by a little light sanding with 320 grit w/d. Kept debris from falling in tank via a stuffed rag in neck.
Test ride to follow.
