First rule, part with no money until you talk with the Clerk of Courts for your county. I went thru this a couple years back when I resurrected my '74, and it wasn't as bad as expected. The Hancock County BMV people actually did try to be helpful, but like any government agency, they know the rules and will not deviate.
Do you or the current owner have a registration? No matter how old, having a piece of gummint-issue paperwork is a huge help. I had an old (really old - 1981!) Indiana registration, so I was able to get the state of Indiana to issue a duplicate title and registration, which Ohio would then accept as a 'transfer of title'.
Failing that, you will have to start a title application over again. I don't know how ugly that could get, but I wouldn't send anyone any money until you know FOR SURE what Ohio will charge you to get legal.
