Ever heard of this trick :?:

I was becoming pretty pissed by then as the engine was beginning to make the handlebars vibrate. My mate in the building trade came around and emptied a tube of silicone sealant inside the bars, which helped damp down the vibes above 7000 revs. Sounds weird, but the rubber-like material changed the frequency at which the bars vibrated in sympathy with the engine.

This is a common practice (although I never heard of silicone being used). The sell bar end weights that provide the same function. This is a fix for the non-isolastic rides.

Store bought inserts or DIY is an age old method to dull grip vibes but generally lead or steel shot is added to the mix put in to set up. Only the least 6-8" or so is filled not the whole bar though would just add some extra mass to help on a Cdo that's got some issues to even bother thinking about bar vibes solutions.

If you can plug the ends, sand does about the same.
And is available in many places...
