I just solved similar issue, but found the sitcking issue to be due to rusted crusted springs and insides of stanchions. Had to shove down hard to even move forks but then stayed down till bounced and jerked and forced but up, mostly. Bushes ain't always as round as should be so often can just lightly tap around them on stanchions till they run as slick as can. This of course is in addition to prior advice to apply along with upgraded innards.

Thanks for all the info, time to go down to the shed and pull these forks apart...
