I am reattaching my rear mudguard, which really takes 4 hands, and there is a spacer #064016 on the bolt, that holds the upper portion of the frame loop clip. It seems to take up too much space. I cannot thread the entire nut onto the internally threaded bolt. Is there some LOGICAL reason for the spacer? I am inclined to just sub with a washer.

The spacer is there so the internally threaded bolt sits up a bit, and doesn't overstress the fibreglass cover.
I fitted a new clip there - it doesn't seem absolutely identical, the other bolt couldn't get a full nut on. Still on the list of things to do, didn't resolve it - washers seem a good idea....
