Kickstart query

Hi again everyone I have a slimline triton running an AMC box for which I have just bought a new kickstart when removing the old one I found a rubber seal wrapped around the spline that seems to be to big to do anything at all and it does not look like it would make any kind of seal anywhere can anyone tell me if this supposed to be here and if so how do I fit it, thanks everyone Chris
