If the breather system is plugged, no oil seal will keep oil out of the magneto.
When you say you cannot blow thru the breather pipe .... which one? The one from the engine TO the oil tank, or the one FROM the tank? Either one plugged will raise the sump pressure and cause oil to seep out of every seal in the engine.
The pipe from the engine TO the oil tank, enters the oil tank via a tube that turns down and vents inside the tank. No big deal .... run a wire into the tube to ream out any debris (caution ... crap will get into the oil tank). The tower where the two tubes enter on the oil tank is an empty chamber .... there is nothing in there to block air flow. The exit tube FROM the oil tank is easy to check .... pull it off the tank and blow thru it .... I doubt it will be plugged, but if it is, it is an easy fix.
Check that the timed breather is rotating properly .... remove the 90 deg elbow and look in the port while someone hand cranks the engine ... you should see the internal disc rotate open and closed.
Once you get the breather system working properly, your magneto seal problems should be solved.
